Over the course of his development as an energy attorney, Luke has been struck by the fascinating interplay between politics, economics, and environmental concerns that form the core of Renewable Energy policy in the United States.  Luke started Renewable Energy Law Insider in 2011 as a way to inform Renewable Energy project developers about some of the significant, surprising, and sometimes counter-intuitive ways in which Renewable Energy projects can be affected by local, state, and federal policy initiatives.

A life-long student and voracious reader, Luke has always felt drawn to the practice of law. Drawing on inspiration from lessons learned while earning his Eagle Scout award as a teenager, he feels that the honor of being admitted to the bar comes with a responsibility to help clients find the most beneficial and ethical solutions to their unique problems. To this end, he is thrilled to have the opportunity to serve public utilities and renewable energy developers that are on the cutting edge of the clean and green energy movements.

Wind Experience

Appealing to a life-long love of the outdoors, Luke has helped serve renewable energy clients with wind energy projects across the Midwest. Specifically, Luke is able to help renewable energy developers navigate the broad range of complex legal issues that arise at every stage of the project’s life, including Renewable Energy Standard and Renewable Energy Credit requirements, public utility registration requirements, state and federal permitting requirements, interaction with farmland conservation programs, tax and other incentive programs, generation and transmission siting procedures and power purchase agreements.

Solar Experience

In connection with solar projects all across the United States, Luke has helped project developers address the numerous unique and highly-technical issues that they face on a daily basis. Specifically, Luke can help clients comply with public utility registration requirements, draft and review solar lease agreements, power purchase agreements or solar service agreements, review and respond to RFPs, enter into tax equity finance or traditional merger transactions, and ensure that projects comply with the various incentive requirements available to renewable energy projects.

Public Utility Experience

Having assisted a public utility in one of the largest public utility rate case that the state of Kansas has seen in decades, Luke has become well-versed in a wide variety of the unique legal issues faced by public utilities. Specifically, Luke is able to help public utility clients address a number of complex legal issues related to state and federal regulatory compliance that arise out of predetermination proceedings, rate-making proceedings, rate and tariff applications and general investigation/rulemaking proceedings.
